Titans Comics reprinted the two volumes of Eldo Yoshimizu's Ryuko as part of their Hard Case line in 2019. The artwork looks distinctly 70s, so I wonder if the Manga was published much earlier than 2019?

Did some googling and ran across this French page which (according to google translate) says it began publication in Japan in 2011. Can't really vouch for it, since I've never heard of this series. Looks really stylish though!
With its impressive, dynamic cinematic shots and great attention to detail, each board of Eldo Yoshimizu is a true visual delight. Series initiated in 2011, Ryűko is an action gekiga where pretty girls in bikes wield guns with flying colors. Through a plot strewn with flashbacks, Eldo Yoshimizu deals with porous boundaries between good and evil by portraying men and women trying to survive, each with their own vision of justice, in a world ruled by chaos and the confusion.
