I think Hamada said at FanDome that the embargoes would be less of an issue but Flash has always been an exception to the norm.

By the time flash movie comes out the show might be over it is in its 6th season

I think flash will run for 9 seasons

Yeah, there's no reason to think Flash won't run longer than Arrow did. Besides, the Flash movie isn't even the concern - he was in the Justice League film, which was released three years into the TV show's run. He's definitely in both TV and movies at the same time, even if the show was to end before his solo movie is released.
The embargos they had in place that caused Suicide Squad to be written out of Arrow are long gone. Basically, they had to ditch the embargo because the rule would've otherwise meant cancelling the successful CW show. Don't forget Superman is now in the exact same situation, he actually debuted in Supergirl before Justice League came out. And come to think of it, isn't Batwoman actually using Bruce Wayne now? They're adapting Hush, right?
Crisis on Infinite Earths handily explained how two actors can be playing the same superhero at once. It's all one multiverse.

Originally they were banned from mentioning him at all - they could use villains, but couldn't even say Bruce's name.

I've been out of the Batgirl loop for a minute but the THree Jokers have renewed my interest in her solo title. Are she and Dick a thing again in her series or are they still doing the Will they or Won't they Two step??

I should mention that Barbara as Batgirl will appear in Detective Comics #1030, which will be released after Batgirl #50.
