Not quite. She tapped the electrical grid and used electronic devices, lamps, cameras, TVs. computers, etc., to basically see everywhere at once, which is not quite the same as photo-omnipresence. Don't get me wrong, I'd love for Monica to have the power to be anywhere and everywhere that a photon exists, even to the point of teleporting there instantly if need be, but she's not quite there. Some force fields still defeat her, even though there is clearly light inside of those force fields. It doesn't make sense to me that Monica can't simply become the same wavelength of ambient light that allows the people inside of the force field to see what's occurring outside of the force field, but whatever...that's comics for you.
