Tarkins Rank?
Can someone explain Tarkins rank to me.
The reason I ask is because Tarkin bosses around basically everyone...planetary ministers, The grand inquisitor, Vader, other chiefs of staff, Thrawn, so yeah...I’m trying to understand how high up in the empire he is.

He's "Grand Moff" which is technically a military governor over multiple systems I think. Basically this was meant to replace the senate, especially when the Death Star was up and running. Plus, he early on established a sort of relationship with Palpatine and Anakin/Vader, with his views often much in line with them.

This. The ordinary Moffs are like sector governors. Military executives. Tarkin is even higher up than them, overseeing several different sectors. In the expanded universe materials, it's suggested that the rank of Grand Moff was created explicitly for Tarkin, as a reward for his loyalty and ability.
In terms of the characters we see onscreen, Tarkin is the #2 man in the Empire. He even outranks Vader in military (non-Sith) matters. There are likely layers between the Emperor and Tarkin, but we never see any of them.

And although referred to as "Commander" ROTJ's Jerjorodd is also a Moff. One of the interesting things about George Lucas's original script for the movie (Basically before Kasdan worked on it) as that he intended for Jerjorodd to be Vader's superior and rival for the Emperor's favor, kind of like Xizor in Shadows of the Empire or Cylo in the Vader comics. or of course Kylo/Hux's relationship in the sequel trilogy. So he was originally going to be basically Tarkin 2.0.

Going only with the first movie, I took it that the regional governors were second only to the Emperor and even Vader was below them.
Going with events of the next two movies, I assume the Emperor had supreme confidence in Tarkin's decision-making abilities to the point that he even ordered Vader to obey Tarkin and no arguments about it.

There's actually a deleted subplot in ROTS where Palpatine starts appointing the Governors, which makes Bail, Mon Mothma, Padme and others nervous about what that means for the Senate, and forming a sort of proto-rebellion.
It's included in one of the home video releases for ROTS I think. Rogue One even got the actress who played Mothma in the scenes to return to the role.

Oh ok, although there was five other characters that got cut from that same scene, what made hers particularly special? Just curious?

I think it was because she blamed it on her appearing in a magazine and using SW to promote it and that's why George cut her scene.
