AZRAEL (The Shining Knight)
Azrael is of course, a Knight in the Order of St. Dumas.
JOE PUBLIC (Manhattan Guardian)
One of Gotham’s least known guardians. He can amp his physical stats by drawing on the energy of anyone near him.
YELLOW PERI (Zatanna)
A pretty, powerful, seldom seen magic user.
STANLEY (Klarion)
Klarion’s a creepy kid w. a demonic kitty to watch his back. Stanley’s nice kid, w. a powerful monster to watch his back.
THE TRICKSTER (Mr. Miracle)
Trickster’s costume is easily as colorful as MM’s. He has escape artist cred as the first person to ever break out of Iron Heights. His anti gravity boots let him get around in much the same manner as MM on his flight discs.
ROXY ROCKET (The Bulleteer)
A fun character I really like. She’s not faster than a speeding bullet, but she rides a really powerful rocket.
AMAZO (Frankenstein)
Frankenstein was created by a mad scientist, and made up of many parts. Amazo was created by a mad scientist, and his powerset is made up of many parts, which he absorbs from others.

Better late than never, I have heard said.
Tristan (Camelot 3000) as an Arthurian Knight transferred to the future
Laura Cummings, aka The Kid The kid; it's all in the name
Wonder Woman (Cathy Lee Crosby) Remember WW74 was either non-powered or never used them
Kane Creole (Thriller) We need a singer, even a clone of Elvis
Casey McKenna (Ronin) "Gentlemen, it's the 21st century. You've got to have open minds."
Captain Action and
Action Boy
These are all characters who appeared in DC comics or media presentations who either NEVER interacted with the DC Universes or if they did very little (WW74 I'm not sure of)
They are also either non-powered with some cool stuff.

First soldier: Ted Kord as BB

Third Soldier: Bloodwynd as mystic
Forth soldier: Fire
Fifth soldier Judomaster 2
Sixth Soldier: Lobo
Seventh and most powerful soldier: Power Girl

The New Seven Soldiers of Victory – Brought together to work in the shadows, to tackle threats the world might not be ready to acknowledge.
• Martian Manhunter – Leader, powerhouse. Probably the most powerful telepath in the solar system, and one of the most powerful meta-humans on the planet.
• Nemesis – Spy and master of disguises. Has a past with Nighshade.
• Arrowette – Expert marksman and hand to hand combatant. The regular person’s perspective.
• Bloodwynd – Mystical consultant. In his own way, almost as powerful as J’onn, however, we’ll explore more the mystic limits of his abilities.
• Gangbuster – The man of the streets. Also very handy in a fight. Very protective of Arrowette.
• Nightshade – Mistress of shadows, and knowledgeable of other dimensions. Has a past with Nemesis.
• Molecule – Ryan Choi. The scientific mind of the group.
Peace

Loosely based on Morrison’s version.

THE SHADE (The Shining Knight)
The Shade gathers his Seven Soldiers of Villainy. While he def. doesn’t shine, and he’s not a Knight, The Shade’s had a decades long rivalry w. the a family named Knight. It’s a stretch, yes, but The Shade has just the right mix of brains charisma and power to keep a cutthroat team like this in line.
RAPTOR (Manhattan Guardian)
The requisite street leveler. Guardian has great h2h skills and a Golden Shield, while Raptor is a trained assassin w. a Golden Suyolak; a glove that’s pretty much his version of a Utility belt. It has several different functions, most of them deadly.
ECLIPSO (Zatanna)
Unlike the lovable, upstanding Zatanna, Jean Loring is just a straight up despicable person w. no redeeming qualities. Her being the host to Eclipso is a perfect storm of evil, and let’s her wield some major dark magic which she revels in using to destroy anyone in her way.
KING KID (Klarion)
The ruler of The Funlands, a dimension populated entirely by lost and broken children, King Kid is a twisted little sociopath who tortures his subjects in imaginative ways. He’s clever enough to have brought The Marvel Family to their knees.
EVIL STAR (Mr. Miracle)
Like MM, Evil Star has a gaudy costume w. a large flowing cape. An evil genius, Evil Star has taken the fight to The Guardians of The Universe and proven a legit threat. MM has a Mother Box w. which he accomplishes his most excellent feats, and Evil Star has The Star Band, which lets him do the same. Things like energy blasts/constructs, illusion casting, mind scans, force fields, molecular reconstruction...
REIGN (Bulleteer)
She doesn’t have metallic skin, but she’s invulnerable, and a nice shade of gunmetal grey. She’s fast, strong, and intimidating af. She’s called a World Killer, that pretty much says it all.
ULTRA HUMANITE (Frankenstein)
Dr. Frankenstein created a monster, but Dr. Gerard Shugel made himself a monster. He’s been transferring his brain from body to body for almost a hundred years now, and is incredibly dangerous in terms of raw power, and the fact that he sees ppl as merely potential lab rats.

This is great. I don't believe a Seven Villians of Victory (Seven Scoundrels?) has ever been done on the comics.
