For me Violator,Malebolgia,and Redeemer from Spawn,Negan and Governor from Walking Dead,Thragg and Robot from Invincble,Overlord from Savage Dragon,Kenneth Irons from Witchblade,and The Angeulus from Darkness.
Negan, Trag and Robot, Power House from SD, The Will from Saga and Garlis the King of Whispers from Seven to Eternity

Right good times.
I dont know much about Image, I am only reading Walking Dead right now So I dont know how they stack up to the other villains but Negan and Governor are down right evil. They have become two of my favorites in all of comics.

T.A.O. actually came into his own at DC.
Solid at Image, but just straight up diabolical at DC.
Yeah Tao was more villainous in image comics

Whatever-the-fuck-it-is villain from Gideon Falls is one my favourites. Terrifying.
