Now I'm waiting for the Utility Belt movie or show.
I am looking forward to this.
I need to feel good and watch Batman at the same time; this should do it.

I know the concept is popular for preschool shows, just never expected it to involve Batman until now :).

If the vehicle(s) is(are) meant to have a personable bond with the rider(s), then yes to the eyes. Eyes help sell the idea of sentience and sapience, in turn helping with establishing bonds.
They have eyes (and apparently mouths):

I like that it's obviously inspired by the 1989 Burton movie Batmobile.

From another thread:
Leah Lewis is going to play Cass as Batgirl in the new Batwheels cartoon coming to HBOMax.
Leah Lewis (Nancy Drew) as Cassandra Cain/Batgirl — The first Asian-American Batgirl as first introduced in the comics. In Batwheels, Cassandra is the “big sister”, tech-savvy daredevil of the Bat-Family. She loves ripping around the streets of Gotham City on her motorcycle and always wants to be in the center of the action. Lewis is represented by Commercial Talent Agency, Paradigm, Strong Management, Morris, Yorn, Barnes, Levine, Krintzman, Rubenstein, Kohner & Gellman.

And from a different thread:
So Duke is apparently Robin in a kids show about sentient Batmobiles....honestly it looks a lot like Damian
