I've noticed some webcomics that I used to read have moved on to Patreon.com but I can't read them without paying for them. They have fees from $5,10,20+. Does anyone know if this is a monthly fee, membership fee, or what?

Yeah, you pay a contribution each month and get exclusive rewards depending on your pledge level.
Usually, it's a monthly fee.
When you are on someone's Patreon Page there should be a segment explaining the different patron levels on the right side. For example, it can be:
Donate $1 per Month: You get access to patreon exclusive content.
Donate $5 per Month: You get access to patreon exclusive content plus your name will be mentioned in the credits.
Donate $10 per Month: You get all the above plus something else.
Something like that. Just read the pledge levels carefully to see how much you need to pledge to get what you want or how much you want to support the content creator of your choice.
Sometimes it is a fee for every new release and you can choose to have a monthly upper limit.
