She actually just controlled certain people on the planet, who controlled the governments of the planet...if I remember correctly.
She says so in the book. Though for some reason people always miss that.

I feel like most of Exodus' wins were due to him being pushed as a new 'boss tier' character during the 90s.

Nevertheless, that's still impressive. Imagine what you or I could do if we controlled all of the key government officials on the Earth...heck, just the nuclear powers alone. And then to add Thor as our personal whipping boy and slave. All of that without breaking a sweat and still being highly functional when confronted by the Avengers.

His Blood Ties feats have him at top tier level and then he had run ins with Holocaust, X-Man & Cable, Rogue’s entire Legacy team and Xavier on the astral plane.

Psylocke has the potential to be higher than she actually is. She just regulated as the martial artist of the telepaths and as such stays that way.
I still say Jean and Xavier. Madelyne should be up there as well and Martinique is amazing, but hasn't been used in the capacity since she took over San Fran.

Still doesn't stop the fact that she controlled a planet overrun by Annihilus's children and was able to keep psionic contact with her team....while bleeding at the nose of course.
