Captain Planet had a pretty fun rogues gallery.
The Powerpuff Girls have an assortment of interesting villains.
How about Earthworm Jim? It's hard to beat the likes of Psy-Crow and The Evil Queen Pulsating, Bloated, Festering, Sweaty, Pus-filled, Malformed, Slug-for-a-Butt.
Gargoyles
Xanatos, Demona, Macbeth, The Pack, ArchMage, the hunters, the various Fae (special nod to the 'three sisters' and Puck). I'm probably forgetting a few but it fantastic for a 'kids' show.
Xanatos and Demona alone were two of my favorite villains all time.
Jackie Chan had some fun rogues.
cartoon- I nominate Adventure Time. It has some great villains and adversaries that run the gamut of evil to anti-hero with varying motives.
movie series- Tough, but I think Star Wars is the one that most springs to mind. As there are some real icons and a bit of variety.
tv show- I'm assuming live action? I go with Buffy as there are some definitely awesome villains, certainly. Plus, it coined the term 'big bad' (outside of fairy tale wolves) for a reason.

Greedly and Rigger were fun. Perfect choices to introduce the character.
Kim Possible: Draken and Shego were the main ones but she had others as well.

Agreed. My favorite is Bonnie Rockwaller.
I will agree with Buffy. Characters like the Master, Drusilla & Spike, Faith, Glory...so many good ones.
I would have said Teenage Mutant Ninja Turtles, but they are originally a comic book property.

Mojo Jojo is a great answer to Gorilla Grodd.
Agree w. Kim Possible, Power Puff Girls, and especially Darkwing Duck.
Nominating Gravity Falls. The Pines and their friends dealt w. some great and memorable monsters of the week and recurring antagonists, many of which were legit creepy.

Agreed. You can never go wrong with Mojo Jojo. ;)
For me, it's Darkwing Duck. In fact one of my main attractions to the show was how they featured an amazing set of villains.
