That's my first thought too since it looks like a mission dispatch scene so it's more likely to be on Young Justice than Justice League

This is Gotham's placement in real-world New Jersey map, I think by Elliot Brown, the designer for No Man's Land map, but I don't think its canon since this seems to be one of his design notes instead of anything official.

Well the DC Univers is compose of existing places (cities/states/countries) and fictional ones.
It has been sayd that Gotham is fictional, thus not New York, but was inspired by it.
We also know that it's on the east cost and in New Jersey, and that it's by the ocean, that it's got several briges over the water.
So this location on your map is not official but at the same time is.
