At this point I think all the villains are underappreciated by Joker's shadow.
If I have to choose one? Ivy and Oswald.
Henri Ducard. So much potential there.
Also I would love an arc where Jason was evil.
And the Dealer from Black Mirror, thought he was well done.

I just see him as a violent self-righteous kid/teenager who plans to destroy "the government" and doesn't care if hes wrong or if innocent people get hurt or in the way. Looking closer I guess less villain and more of an antagonist but put him in a book with a hero like Batman or Arrow and he ends up fighting with them.
