The protocol also said that a team would need to be assembled to investigate this so Im assuming that will be the basis for a new title. There's already 16 million confirmed dead mutants that need to be resurrected, so someone like Mikhail that they are unsure of will be put on the back burner

I think that happened to him, because Vulcan is pretty much a rip off of Mikhail, they even have the same power "energy manipulators".

until a person is shown or mentioned, I dont think its safe to assume they have already been resurrected

Unless this is her final life, they wouldnt get the chance to transfer her memories into the husk. If they do, then well that means Moira has no more power

While that is a aspect of Mikhail's powers, that's not the totality.

Well, it’s Wolverine who doubts. Nightcrawler seems comfortable with the idea.
But even if we take their past stories and experience with the afterlife into account, why would they think that it would all be so certain? The afterlife and how it all works is mysterious. Maybe something different would happen this time.

Mikhail wasnt brought back because he isnt dead and Colossus knows it. They would be creating a clone by "resurrecting" him.
And the logistics of bringing him back from the dimension he went to would be very difficult, and if he went there by his own will, do they have a right to bring him back?

Every time Captain Kirk is beamed up, his body and mind are disintegrated and an molecularly identical copy of him with the same electrical brain impulses is generated on the transporter pad. Kirk does not sleep well anymore.
