It seems to me Cho and Stark didn't do anything. Something happened independant of the portal they had and it blinked out. Even if Doom drags Stark before him, what is the evidence Stark did anything? There was hardly any breach of dimensions, so disciplining Stark achieves nothing. All they have is memory of a portal, but everyone in that meeting knows about the portal. Doom would have to discipline them all.

The fact that there was a portal to begin with and no one took the initiative to shut it down is the crime. Everyone that knew about it is guilty, but mostly Tony and Cho. The rules are "no unauthorized travel" yet Tony and Cho clearly tried to keep Mysterio's portal open (assuming the events of Spider-Men were the cause of the portal as well here on Battleworld). So firstly Mysterio is to be punished, then Tony and Cho.

It needs to be clarified that before the Last Incursion, Tony and Cho were messing with Mysterios portal, not on Battleworld. Then something happened, and there was a portal overload, and we need to know the timing of the pre-SW incident and how that got transferred into the post-SW incident causing Thors to appear. It is very confusing.

Well, Secret Wars #3 dropped yesterday, and it let slip that the 616 life raft was discovered by Strange 3 years ago, Battleworld time. As Manhattan 616 and 1610 sections was formed from the last Incursion, and that happened around when the Life Raft was discovered, Ultimate End is at least 3 years old already. (We don't know how long the 616 life raft was lying around before Strange discovered it).

Maybe it wasn't 616 Spider-Man. He seemed surprised that so many people knew his identity, and it shouldn't have been surprising to 616 Spidey.
