Honestly agree with this not mention the level of pride and arrogance he has.

I’d question it with Manta and Cheetah as well but given how Snyder wrote them in his JL run it made sense. They were their to serve their own interest and are using the group to their own agendas. Which Lex ofcourse understands. So it doesn’t downplay any of them.

I don’t think it necessarily should be archenemies but I do think it should be characters that pose a threat and make sense to be on the team

I don't see the Legion as being necessarily Earth-based anymore than the Justice League is.

Yeah, but they usually have a hero on their whose beat is space and get involved in extraterrestrial affairs, so I don't think it's altogether surprising that the Legion would have one member who covers space and matches up with GL.

You want some major enemies of as many individual JL members as possible. Most of them have at least one, some have several. Exactly who really doesn't matter unless you want to be faithful to the toon (which, I admit, I love).

Key, however, is probably a matter of who could assemble and propel such an organization. Further, such a council should be rife with scheming to use and betray each other, each with potential to pull their individual scheme off against the others.
