Olivier should be packing a pistol or revolver along with her sword, IIRC.
Not only that, but Alex alone would give Toph a run for her money if not win due to his physicals, unless I’m forgetting any great speed feats she has. Scar (the casual aim-dodger/maybe low-end bullet-timer) was going “dang, this big dude’s quick,” while fighting Alex, pointedly NOT just reaching out and destroying him; that’s quite possibly a speed edge for the Major.
So I would say the ARMSTRONG LINE takes it fairly handily.

I don't see her bending a bullet, or the gun, before one of the Amstrongs connects.
Olivier is in Armstrong's league in terms of speed and skill, though not in sheer strength. I figured she'd be a relevant threat with her standard weapons without tipping the scales too strongly.
Toph's semi-precog through her Earthbending senses would help balance out her physical disadvantage. If Olivier goes for a quick draw Toph will feel the shift in weight and defend accordingly.
Actually don't both Armstrong siblings carry a decent amount of metal on them? That can go badly.

To be clear, this is end of first series Toph, not Korra Toph. She needs to touch metal to bend it.
Yeah, Toph's body reading precog stuff is a real edge here.
It's a close fight but I think Toph's larger AoE game combined with her functional precog allows her to take the majority.

I'm unsure about how canon they are but in the comics I believe TLA Toph was shown metalbending without touching it.
