Though I don't think he's quite top-tier, the Kingpin should at least be mentioned.
I think the Dread Dormammu could be a major player, but Marvel rather shies away from full-on magic. One good Doctor Strange movie could change that.

I agree Kingpin is a Top 20 Marvel villain, just not Tier 1.
Here is my personal Top 10:
1. Doctor Doom
2. Magneto

Also, I was also thinking, perhaps Marvel's MRoV could be [I]extra[/I] unique and have a mountain side full of villains? You could have the "BIG FIVE" at the top and they would be dominant in size (x2 at least), then underneath them you could carve another 'second tier' of perhaps up to 7-10 more. I think that could satisfy most of the fans.

In the comics right now, considering neither Loki or Doom are really villains anymore, it's:
-Green Goblin/Osborne
-Thanos
-Andrew Forson (this dude came out of nowhere and has been on fire lately and obviously isn't going to stay dead)
-Ultron
Though I suspect Thanos will replace Goblin once Avengers 2 comes out.

Bullseye is not a boss. he's a memorable villain. he's a fun villain. but he's not an end boss.
