Should "Shock" Sites Be Legal?

I'm using the term "shock site" as a euphemism for websites used to showcase images of real life violence such as murders, suicides, etcetera.

Pornography wherein the subject did not consent or is too young to consent is illegal, so why are websites that display people enduring bodily harm or death obviously without their consent legal? Often times these videos or pictures are conceived of for the gratification of users of these shock sites.

Are most countries as laissez faire about this issue as the United States is?
