I can't believe it took this long to bring up this option, but if there's any Rider Robocop has a sure shot of beating, it's Kamen Rider Jun.
While the Trooper Riders generally are demonstrated to have the ability to defeat grunts, Jun hasn't shown he's capable of doing even that. His only feat is literally trying and failing to defeat an enemy, and then getting killed by said enemy.

Props to you sir for pointing this out. Was reading the thread and wondering why no one mention Jun :D
I think no other Rider in the franchise history is as terrible as Jun. One transformation only - dies in less than 2 mins later.

Is the TV show being counted for this? Because in that show Murphey took a vanload of C4 to the face, multiple lasers, [i]reversed[/i] a huge hydraulic car press, in RC2 he was on top of an exploding gas main, fell from the top of a skyscraper...Yeah, some thugs dismantled him, [i]with a jackhammer and hours of trial and error[/i]. His reflexes are fast enough to catch bullets (RC3) and shoot them out of the air, all he lacks is...walking speed. Yeah kind of an oversight but in a straight fight when the enemy has to come to him anyway, mobility isn't much of a factor.
