How would you rewrite Bakugou and or Mineta if you got the chance?

I wouldn't change either character all that much.
It's less about either character being obnoxious and more about how the narrative just flatly does not interrogate their actions at any point nor does anyone hold them accountable.
In terms of execution, have Bakugou come up against someone who actually calls him firmly and emphatically on his shit and have him grapple with trying to change.
Mineta... urgh... like Mineta is such a bit part character. My ideal fix for him would be something akin to how Momon in Zatch Bell was handled. He was a pervy little shit but, as time went on, he realised that there were more important things happening than his desire for looking up skirts and he grew and was inspired by the people around him to be better.
Ironically, the best way to improve Mineta is actually to have more of him in the story so he gets time and space to develop.

Hell, he stated that he deliberately wrote Bakugou to be unlikable and noted that he was perplexed over why he was so popular.
Meanwhile, I just went through a marathon of Netflix's Castlevania (after putting off watching it for so long), and I'm grappling over why I'm crying over the death of the main villain.
