If limited series count, then my choice would be...

(1986)

First issue of Sandman was really good.
Thunderbolts of course had an iconic ending.
Warlands by Image comics. Such a good first issue. "If we all die in this place, it will not be for nothing." Then it just went downhill.
Definitely, my next choice would be...

(2014)

Miracleman #1 (it goes down gradually)
Ultimate Comics Ultimates #1 (although #2 was even better, clearly goes down after #4)
The Dark Knight Returns #1 (and 2, and 3 and 4)
Definitely, my next choice would be Heroes Return: Thor (1998)

For me, it would be:

The story, the pace, the artwork… it was perfect.

My perfect first issue is Batman #1 (1940). I do not own the original but I do have the Famous First Edition.

Not really a first issue, but the Spider-Man segment in Amazing Fantasy #15 is one of the most perfect comics ever made. Lee and Ditko managed to tell a complete story with motivations, background information, conflict and resolution in the span of 14 pages.
It's made all the more better by Ditko's art and pacing.
But otherwise, Ultimate Spider-Man #1 is great for the opposite reasons, it fleshes it out while being a perfect example of a "Pilot comic", one that establishes the rules of the Universe while also crafting a new and unique take on the mythos.
The Walking Dead #1 is one of my all time favourite single issues, it can basically be read as a standalone, one off issue and you'll still get enough of it. I consider that whole first arc to be one of the best in comics (made all the more better with the recent deluxe editions).
Sandman #1 is a perfect comic, again for the same reasons as Walking Dead #1, while also planting seeds for future issues...
Definitely, my next choice would be...
