Gotta go with my boy, Ra's
Ra's Al Ghul, then Two-Face.
Ra's is great on so many levels. He has elegance and charm, a mysterious past full of potential, a mystical vibe, serves as a dark reflection of Batman, has relatably noble intentions, a sense of honor, and unlike most villains, wants to recruit Batman rather than destroy him.

Hell yes, he's a personal favorite of mine.
Hush. It only took one saga to make him a great villain and that is what makes him a good one.
I find Hush a little boring. The concept is cool but the Hush book isn't that great and I don't know what you do with the character afterwards.
I find Hush to be more or less a one note character.
What this list needs is a little Kite-Man, Hell Yeah!

He's not crazy to the extent Joker or Two-Face is, they are characters who just "want to watch the world burn".
Edward wants to be "the smartest person in the room, if not the cleverest at least" and only Batman foils him. This drives him batty but not crazy.
I like Penguin from the mob boss approach but type of foil isn't really something that threatens all of Gotham. Riddler can impact all of Gotham.
Killer Moth, but most people probably associate him with the Teen Titans now.

Ra's Al Ghul and Two-Face leading the poll is not to any surprise. They were part of the Christopher Nolan films.

At this point, I would put R'as above Joker. Not only because the clown is overused, but also because R'as has just as many, if not far more resources as Bruce. R'as can actually be reasonable and even side with Bruce, but the moral complexity between them remains. And both agree there are many problems in the world, that can't all be solved with money or punching.
Not a Joker fan, I love Two-Face, Riddler and Penguin more. But if I had to choose, Two-Face is who I see more dangerous.
