Okay, this is driving me crazy. I just watched All Star Superman for the first time, and I could have sworn it ended with Superman giving powers to the entire world. Instead, in this story he only created a serum that could give powers for 24 hours. But I know that other story happened. Can anyone here point me in the right direction?
Is there any other detail you can possibly give?

I think the story where the whole planet got powers was JLA:WWIII.
World War III from Morrison’s JLA run is probably what you’re thinking of.

I was waiting to see it actually confirmed by the OP because these threads always manage to have the weirdest possible descriptions come through. Like somehow "Superman gives everybody powers" might just be JLA #41.

Yes, to fight the Magedon planet.
Yeah, everyone gets powers in WWIII, but it's temporary and it's only to fight one bad guy. I wonder if there's a comic OP is thinking of where it happens on a more permanent basis. I'd be interested at any rate.
