Technically, the snake version of Princess Projectra was bald...
Like not having to go to the bathroom, it goes unmentioned that in comic books hair is a super power.
Ollie got the bald look in "The Fate of an Archer," THE FLASH 219 (December '72 - January '73), when he took up Zen archery--courtesy of Denny O'Neil and Neal Adams. I thought he looked pretty cool like that and hoped he would stay bald. I wouldn't be surprised if that story gave Alex Ross the idea to have a bald Ollie in KINGDOM COME.
On the Supergirl TV show James Olsen aka Guardian is bald.
