Magpie has gotten some love since her modern reintroduction in the [I]Beware the Batman[/I] animated series. I think there are plenty of opportunities to explore with her. I loved that she "fell in love" with Batman because he visited her at Arkham and would try to kill any "competition". Also, the fact that she's really mentally ill can allow bigger villains (like a certain bird themed one) to take advantage of her and have her doing crimes for them.

The Shane Glines redesign for her from that show has definitely struck a chord.

Ever since I saw Batman the animated series I have been a huge fan of Two-Face.

From those listed, I think Mad Hatter could use a new spotlight.
But, yeah, there are plenty of others who would go under "[B][FONT=Times New Roman]other[/FONT][/B]" that a good writer and artist cold breathe some new life (and fresh air) into.

I voted for Scarecrow. He’s been one of my favorites for as long as I can remember, but he’s never been treated well. I’m still salty about how Arkham Knight completely wasted him as the main bad guy.

Two-Face is great but the problem is most writers only do two (hehe) stories for him: 1. His origin which is fantastic, and 2. Batman trying to cure him.
Personally I thought Scott Snyder was on to something interesting with his pitch for Two-Face in ASB (which he promptly wasted in typical Snyder fashion), basically that Dent is someone who is out to test the morality of others.

I Voted Other. I wouldn't mind seeing a really good focus on Man-Bat. Plus I think isn't Man-Bat part of the Justice League Dark or something like that. So the stories could either focus on him being a villan with the whole Man or Monster dichotomy. Or maybe a investigator of Supernatural. LOL And he also reminds me either The LIzard or Morbius.

I'd argue for Wrath and Scorn, I know that the new 52 version wasn't well received but ever since the animated The Batman series, I thought he was a pretty interesting contrast to Batman and Robin.
