Dude, you have to misdirect in government. At the end of the day there are things your opponents in national and on the international stage that are unable to be known about. That's why it's such a massive deal when a leak happens because governments essentially have to do sketchy **** to keep functional. You have to be conniving and ambitious (which are two descriptors that are woefully vague for this job) because virtually everybody wants to sit on the the "throne" so to speak and you have to manage/maneuver that.
You also have to have a majority in the House and Senate to change any of that and as history actually played out, Democrats did not have the ability to do so.., in fact the Republicans did and still do have the majority in the Senate. The groundwork for any change would've come from the Republicans in the Senate. They also had a numbers advantage in the House of Representatives before recently. But you also need about 38 states to be on board with that on top of having three fourths of the House and Senate.
But the reality is that despite strength in numbers, you need 3/4ths of the Senate, House, and State to be on board with a change and we know that nobody could agree on much of anything, so appealing an amendment like the twenty-second was never in the cards. A Clinton-led Dictatorship is laughable by that means and doesn't change the fact that if anybody had the means of launching a Dictatorship, it would've been Republican backed. But even when they had the lead nothing ever happened outside of pulling plays from the Nazi playbook so there you go. Republican or Democrat you'd been either limp-dick or White Supremacist.
It's to say that nobody was ever going to launch a dictatorship let alone any successful.
