Well, Mr. Kangol has to work in a new quarterback and a tight end who hasn't seen the field in almost two years. That's bound to make things dicey when putting together the offense.

So in funny NFL news for now , the NFL released its projected top #100 list of players in 2020. The craziest deal was the reigning Super Bowl MVP and League MVP after essentially a rookie season in 2018 ; Pat Mahomes....came in 4th. Travis Kelce was stunned at this deal as players placed the following guys above him in order : Lamar Jackson , Russell Wilson and Aaron Donald. Mahomes doesn't seem to mind this insane slight and didn't post much about it.
One NFL analyst redid his personal list and questioned if players actually look at the people playing because the Mahomes at #4 rank is so absurd.

It’s been reported that Eagles head coach Doug Pederson tested positive for the virus but was said to have been asymptomatic.
On ESPN radio a few days ago they were discussing how the NFL currently has contingency plans to play all the way to the end of March if necessary. The stadium in Tampa, where the superbowl will be, is available til then. This flexibility allows them to to fully or partially shut down for a week here or there if there are outbreaks and a team or two can't play due to quarantine.
Wouldn't surprise me as well if they have some sort of plan where if they can get say 12 games in they just end the season there with perhaps a play in playoff game for bubble teams and then put all playoff teams in a bubble like the NBA / NHL is doing.

Seems like a waste of money to me. I mean, even if the coronavirus hadn't shut down the sporting world back in March, the XFL looked to be on the fast track to oblivion. What in the world does the Rock think he can do with that league?

Likely take it to HBO since he has a good relationship with them. Use his star power to promote the league and run it right. A Friday night football league with games on Friday and Saturday's make sense. As I posted the XFL will need a year or 2 off. But the Rock can use his goodwill and perhaps get the NFL to get behind it as a developmental league.
I doubt he used his own money.
It was an organization he is a part of, along with two other partners. Somehow that got translated to "the Rock bought the league!"

Most modern ownership for sports is a group.

That would be interesting. Unless I'm mistaken, the NFL hasn't had anything in the way of a developmental league since NFL Europe, and that's been gone for quite some time.
