When it comes to sheer numbers, Erik Larsen was certainly creative with his villains.
[U]Worst[/U]: [B]Shadowhawk[/B]
After he gets through with them, most of his enemies are out of commission (i.e., crippled).
Invincible.
Angstrom Levy, Conquest, Robot and Thragg are fantastic villains. Some of the best I’ve seen. Kirkman has some flaws here and there, but he’s certainly good at his villains.

I think part of that is, both Larsen and Kirkman borrowed liberally from villains attached to various MU/DCU characters, creating homages while adding their own twists to keep things fresh, as well as creating original villains. It’s made for a winning combination in each case.
