Going by what DC has published ...
Generally speaking, withIN the DC multiverse, the Presence gets top billing. However, two things about The Presence: He was only able to stalemate the Great Evil Beast (who utterly stomped the Spectre). And then there's this exchange between Him and Lucifer Morningstar ...

Beyond the Presence, there's the Primal Monitor aka the Overvoid, to whom the entire multiverse was like raindrop is to the ocean (making this Primal Monitor the same level of being as Marvel's pre-retcon Beyonder).

However, this Monitor has no usable feats beyond caging the entire multiverse to study it.
Finally, beyond the Primal Monitor, there is The Writer, DC's equivalent to Marvel's The One Above All. Like TOAA, The Writer is the in-story avatar of the publisher, who wrote the DC multiverse onto the unwilling Primal Monitor as its paper.

Often times the correct answers will lose to whoever sells the most books at the time, so any logical reason has a counter point to it.
The answer should be someone like The Spectre, but he basically shows up to lose and prove someone is powerful because, well, he's the Spectre.
In comics, sales are the most powerful. Even Silver Age Superman lost fights. You're not really going to get what you want with this thread because power levels are rarely respected. Wonder Girl single handedly punched out Despero a few weeks ago and he normally takes on the JLA with ease.

Spectre is basically the last line of defense for when "superheroes" need someone to try and overpower a threat. He will often lose to show that the obstacle cannot be simply out muscled. He was the superhero who wrestled with the Anti-Monitor during Crisis on Infinite Earth's and saved the universe, he was summoned by the mystics during Infinite Crisis to stop Alex Luthor but having no host made his judgement impossible to control, he tried casting judgement on Libra during Final Crisis but he could not kill him because the fundamental laws of the universe were unbalanced, Green Arrow called the Spectre during Identity Crisis and asked him to intervene but he couldn't, Marvel vs DC showed the Living Tribunal and Spectre were trying to protect their universes, Spectre was the one who ultimately separated Marvel and D.C. during JLA/Avengers, both Ralph Dibny and John Constantine consider him the most hero in existence.

This is a question that's either painfully obvious or impossible to actually answer. The obvious choice would be literally god (The Presence) but when you talk about power in the DC landscape so many characters get into abstracts beings and incalculable levels of capabilities. Then there are characters who have skills and abilities that make them powerful in certain situations, characters who are powerful but don't always live up to what they should be able to and characters who are powerful beyond what they logically should be due to popularity and/or who's writing. I think you're gonna have to offer some kind of qualifier for there to be any kind of real discussion about this topic.

actually,i didn't think writer is above overvoid,overvoid morrison's idea is a white page that allow writing all story,i mean,writer need pages to writing story,so theoretically.overvoid are above writer,and morrison actually imply characters essentially more vital than writer

animal man,is from same issue you post,grant morrison thought characters is more real at some degree,of course,this doens't mean characters is more powerful than writer,writer still is absolute ruler of characters in story.but beyond that,if comparison to other meta-characters(like grant morrison's cosmic armor superman and mandrakk,gentry,empty hand etc),then hard to say
