Well, well, well, what about that?
That's a surprise.
Technically, he's not the first Doctor to have a role in SW canon: David Tennant was a lightsaber droid in Clone Wars.
Several other actors-not Doctors-have also been in both franchises, mostly as Imperial bad guys (Michael Sheard for instance had many Doctor Who roles as various characters, but SW fans know him best as Admiral Ozzel)....and of course Julian Glover's practically been a villain in everything, but was in ESB as General Veers and also Doctor Who in the highly acclaimed Paris/Douglas Adams story City of Death as Scaroth/Scarlioni/Tancredi.
More recently though, Felicity Jones (Rogue One) had a smallish part in the Agatha Christie David Tennant episode.
And of course this one as well.

You'd expect younger, unscarred Snoke would still be a CGI critter played by Andy Serkis.

That seems really unlikely...but even more, why would you even want that? He was a nothing character.
Also should note that another episode 9 co-star Richard E. Grant has some history with WHO-he showed up in the comedy special "Curse of Fatal Death" as the Tenth Doctor, the audio/animation Scream of the Shalka as the Ninth Doctor (made, ironically, just as the deal for the new series was going through). In Who "Canon" however he's one of the human avatars of the Great Intelligence in the second half of season 7.
Wonder if they'll have a scene together?
Hope they don't waste him on weird comic relief like they did with Del Toro.
He should be one of the knights of Ren.

Well, he's not Broom Kid. While there may be a time jump, it's not going to be a 20-25 year time jump.
