Magic is a fairly nebulous thing. I don't think a cap based on a specific character is the best way to limit that.

For telepaths their are more power vs power scenes than take over entire buildings/group scenes that Prof X has. Martian Manhunter in both Smallville and CW has telepathy but never have used it to take over groups of people, Hector Hammond in GL also didn't do large groups like Xaveir did. Outside of Jean and Apocalypse mathcing Xavier even they don't have his (both Young and Old Xavier)group feats but it can be assumed.
I also haven't seen much of Harry Potter magic so I don't have a number feats for them, but Strange is at least an 8 imo as he does need to move his hands to cast most spells and some magic users don't. If he was always working on thought or motionless magic speed than he should be a 10 or close to it.

Magic can, has, and absolutely always will be measured based on specific characters.
This will be the sixth (I think) league I've ran and something like the eighth overall. Magic has always been measured and, by Rumbles standards, it's been quantifiable for more than a decade.

What about telepathic protection?
Aside from Magneto's helmet, are there many ways to protect from it in live action media?
We definitely need to find more ways of matching Professor X (if we're going to include him).
Emma Frost is another who's a good start.

Buffyverse vampires were established to be immune to psychic telepathy in Earshot, so that's a defense if we make vampirization an item. Various characters have also demonstrated telepathic defenses.

Vampirisation may well be an item, but (as far as I remember) we only allow items to be bought once per league.
That being said, the likes of Angel, Spike, Kakistos, Darla, Drusilla, the Master and company could be included and would be immune, going by those rules.

Did Movie Professor X ever mind control someone with decent willpower? I remembered him mind controlling extras and Sabertooth, but I don't remember him doing anyone who had any feats...

Yes, but what do you do if your example has no feats for a particular type of magic? You could have the best teleportation spell around but if you don't have transmutation you can't really be used as a measuring stick

We pick the top-end magic user, and the only other magic users we allow are those who couldn’t beat him/her more than 5 times out of 10 in Khazan using magic. It really is that simple.

I asked this earlier. I no longer have access to the ones I created and I wasn’t involved in the last league.
It may be worth starting again anyway, as a lot (if not all) of the items and characters will have new values, based on the new power limit.
To be honest, I’ve already made a fairly substantial offline start to the character list. You guys can review the values once it’s online.
