NuShiva doesn't even have the nebulous 'is faster than a CBPH' thing to at least argue that she can avoid getting blitzed.
And being fair, Elektra HAS gotten better and better speedfeats through the years. These days, I would put her as faster than Matt, back when Matt wasn't...what he is now.
