Before. I haven't made my way through Empyre yet, so I have no idea what's been going on there.

Oh, Marvel.
I don't know a lot about the Eldar, as I just dabble in GW stuff, mainly the separate boardgame product lines like Blackstone Fortress and Space Hulk. But the Eldar have psychic abilities, robots, really tough space ships, warp cannons, and highly skilled pilots. They are supposedly a dying race, but I couldn't find exact numbers. Dozens of craft worlds containing an average of 10,000 Eldar each, and maybe an equivalent amount on exodite worlds.
The Kree have traditionally been a spartan, warrior race, with approximately double the strength and toughness of normal humans. They have their Sentry robots that are maybe comparable to omega-level Sentinels. They've got some legit superhumans, and the Supreme Intelligence is probably above and beyond anything the Eldar have in terms of intelligence and psychic power. Especially since the Supreme Intelligence absorbed the intellect of two alternate reality versions of Reed Richards. However, their population got reduced from 30 billion Kree to just 60 million by the Nega-Bomb detonation during Operation Galactic Storm, aka the Kree-Shi'ar War.
Honestly, I don't know enough about either species to have a strong feel for which side has the better technology overall, but Ronan has a plot-device hammer that is like a budget Mjolnir, and I suspect that the Sentry robots are more powerful than any Eldar robots. But it seems like the Eldar may have significantly better ships, but not enough people to hold all the planets they take from the Kree. If I were to bet money, I would put it on the Kree because they have the Supreme Intelligence and the Nega-Bomb technology.
