I don't see why not. But that's not the question. Doom could certainly resist lasso effects long enough to try and do something else to deal with the situation. The question is if he could fight it off entirely on willpower alone, which I wouldn't think so.

Okay I can't address these specific eras. I can just do a general idea from what I know.
Obviously, you are eliminating a lot of Doom's abilities here but since there is prep, WW doesn't get to speed blitz since he can have his force field on so I guess it evens out.
My first thought is that, though you say no time travel, you do not eliminate a time stop. Doom's shields should hold her back long enough for him to do the time stop and then it's open season. Then again, she can hit those shields a whole bunch of times before he can react. As Sharp would say, mileage may vary.
Edit: As far as the speed equalized but no prep fight, Doom would then have his shields up before she struck and should then be able to timestop and win.
Without speed equalized but with prep, Doom all the way.
No prep but each at their normal speeds, she should speed blitz him.
So no prep, she wins. Prep, he wins.
