I think it's Mace. Here's why. This guy makes a lot of valid points:

A lot of the background Star Wars material is building up something out in the unknown regions/wild space
things like the third book of Aftermath and Thrawn are talking of something out in Wild Space completely separate from the Core's politics and I think they're building that to be Snoke's background
He is Snoke and nobody else.
Controversial, but I believe he is a 100% original, new character.
He is no more Mace Windu or Darth Whatever than general Hux is the grandson of Obi-Wan Kenobi.
I lean towards his being a completely new character as well, but that raises the question: where has he been up to now?

I prefer the idea that he's a new character. I also understand why people think he could be the Emperor's former teacher

That's the thing. If he is a new character and he's as old as he looks, wouldn't have he been mentioned before by someone, especially Darth Sidious?

Or Yoda. Can't imagine that Snoke managed to elude Yoda for nearly a millennium.

He'd have to hide very far away from Yoda -- except that Palpatine worked his way up the ladder right under everyone's noses. So who knows
I definitely do not think he is Mace Windu. Could be Jar Jar, I suppose
New character. Sometimes a cigar is just a cigar.
I'll die on Snoke Jar Jar.

Yeah, I think he's a new character. Perhaps someone Palpatine had in training somewhere in secret, but possibly betrayed and thought destroyed or something, hence why he's not a Sith but rather started a new order.
Snoke is Snoke, a new character from the Unknown Regions.
My guess is that he's Darth Plagueis
Plagueis was Palpatine's Teacher. His specialty was force control. Specifically healing
- Palpatine supposedly killed Plagueis in his sleep. Plagueis probably went into some sort of coma and it took a while to put himself back together
- In the book, (although I'm a bit sketchy) The test Plagueis gave to Palpatine was to kill his father. Kylo Ren followed those footsteps.
- Plagueis was referred to as "The Wise" Snoke was also regarded as wise
- It was said Plagueis is going to be a new character.
The Plagueis novel is part of the legends continuity, it's not part of the new canon.

I'm not buying into this theory because I don't think Sidious would fail to notice that he had not killed Snoke (Plagueis) and if he had, Snoke wouldn't wait this long to make his return.
