The Graphic Novel Green Lantern: Legacy had two Vietnamese green lanterns and went into their family history. It's not canon to the main DC universe though.

Weird place to flex that, in an Appreciation Thread for the character in question. And also some silly nitpicks to hold against the character. And all in a medium where rich folks with no functional day-jobs unironically dress as bat-themed and other colorful, esoterically styled vigilantes and get away it, no less.

There are a lot of good ones, mostly half-Asian, like Cassandra Cain and Emiko.
But there’s Dr. Light, who isn’t in any way stereotypical martial arts based.

Cassandra Cain and Emiko wouldn't count as "Dragon Lady" characters because neither are villains/antagonists working for another (male) entity. Both are also more nuanced then the molds that house your average Dragon Lady. (And Emiko's no more "martials arts-based" then Green Arrow/Oliver Queen and Arsenal are.)
