Rogue has Wonder Man’s power set permanently, so they have a brick. But since everyone but Cyclops got a power grade perhaps Marvel decided to give him his due.
So far the promotion for Captain Krakoa is setting off the same negative feelings I had when Marvel first started promoting Children of the Atom.
If it is Scott? Meh, not where I wanted Scott to go, the costume is terrible (it has to be intentional right?), but if it's not? I'm not sure I could be convinced to care.

Given the similarities between the Good Captain's outfit and Jeen's old outfit, and how they're literally (lol) joined at the hip, I wouldn't be surprised if Jean had some sort of creative control over the final product.
It could be Doug merging with Krakoa giving Krakoa a body and voice. It's definitely not Scott.
