Solo: the deluxe edition, DC universe by Alan Moore (all stand alone stories, mostly 10 pg. backups). Neither are phone book style collections though.

I have the DC Universe by Moore book, it's great! I am eyeing the Dredd Archive books, and might also look into one of the newstrip compilations.
