What Glio said. Whedon mentioned the pitched idea in an interview, but that was it.
About the "plan" Cyclops have on XoS and the "rain" stuff, I think we should get ready for disapointment.
Given how this crossover have so far subverted all expectations in such a cheap way, either Cyclops don't have any plan or he have it and it will be crap and won't work.
Another thing that can happen is Apocalypse win the fight and Cyclops attacking Arracko and Ameth when he didn't needed to do it.
There's another issue of Excalibur desperately trying to make Otherworld happen. *Everyone's* ready for disappointment. ;)

Apocalypse will probably win the fight- Arakkoans won't accept the result since he killed their leader/mother, and they hate Apocalypse's guts, and probably unleash something they have on their sleeve just in time for Cyke to swoop in.
