The whole purpose of the new X-Men team that Rogue is a part of, is that they are not on the Quiet Council. That’s why Jean is no longer on it.

No. It is Scott and Jean who are scorning the Quiet Council.
If Rogue joins the council she's off the team. That's just how it works. Quiet Council members are not eligible. So Storm cannot be on the X-Men unless she quits the council.
Namor seems like the most likely candidate for the Autumn side. Xaver and Magneto seem to want him and it looks like they're about to impress him enough to get him on board in Planet-Sized.
Summer is a bit harder to pick from. It should be someone with a more sterling reputation like Storm and Nightcrawler, but it also needs to be someone who can bring a certain amount of weight to stand up to the likes of Sinister and Exodus, and there aren't too many mutants who have both. Logan if he wasn't the resident slicer and dicer. Dani has been too unimpressive in this era with her handling of the Cosmar and Josh situations to be considered. Roberto seems like the best choice, but he'd fit better in the Spring section with the business leaders of the Hellfire Club. If they move Kitty to the Summer section and have Roberto take her place in the Spring section it would work out perfectly.

I get the rationale, but Namor and Scott on the council would have been a fun read, though maybe too similar to early 2010s X-Men.
Just to piss everyone off, Franklin and Wanda should join the council.

It’s not that. It’s that the current Quiet Council wouldn’t let Rogue on the Council, unless she left the PR X-Men team first.
As is, Rogue will honor the Krakoa vote and stay on the X-Men team.

Who on the team would want her if she she broke the one rule the team has? This isn't about Cyclops. It's about trust. The team and the council are separate for a reason, and everyone knows it. Rogue cannot have everything no matter how much a particular fan may want her to. The fact is that Rogue doesn't want to be on the council. She wants to be in the thick of it being a hero, not sitting in meetings arguing with Sinister and Mystique. If that wasn't the case she would never have won the election to be on the team in the first place. Joining the council would just make her into a political opportunist and would be terrible PR for everyone involved. No one would trust her after that nor should they, and that would be a disaster a a team that is 100% about trust.

Everybody knows that they can trust Rogue. Even after she destroyed Carol Danvers, she quickly came to be viewed as the most trustworthy team member.

So she can do whatever she wants (although it's clear on the page she actually doesn't want it) with absolutely no consequences? Rules be damned, trust be damned, appearances be damned, Rogue can do anything and everything and is forever above criticism. Not even Nightcrawler or Captain America have that kind of trust. They have to keep living up to the high standards they set because one slip can ruin it all.

On top of what everyone already said, the new members of the council have to be voted in by the others.
Mystique’s planning to destroy the council so she’s not going to vote Rogue in just to destroy her. She already has to deal with Kurt.
Plus having Mystique, and BOTH her adopted kid and her biological kid on the council, reeks of nepotism. Rogue is find on the PR X-Men team.
