When he's written well (which is unfortunately exceedingly rare these days), the Joker. Harley too, though BOP and Harleen are the only good things for her in recent memory.
Beyond that, love Two-Face, Catwoman, Freeze (BTAS), Ivy, Riddler, Scarecrow, Penguin, the Hatter (BTAS) and Hugo Strange.
And although a controversial take, i like Talia better as a villain. And she's way more interesting than her father.

The rest are okay but I do't get excited ofr Bane or Scarecrow like the others.
A lot has to do with the 66 series but as the arkham collections have shown, Riddler and Freeze had some great comic escapades. I just wish they'd been utilized more compared to the main 3.

I tend to sway by rereading Batman 400. Just about every Bat villain was there, and Ra’s was in charge. So, I have to go with him.

My favorite Batman villain is the Penguin. It's a shame that a lot don't know how to write an affable and gentlemanly villain (as Penguin is definitely one that a lot have problems writing well).

Catwoman even though she now is more of an anti-hero. But at least [I]DC Super Hero Girls[/I] now lets her be naughty. She even gave Supergirl a run for her money.
