Let's think about it. Who could be persuaded to side with Emma/Charles/Magneto, but not be too obvious a choice? Someone who can endear Exodus with their devotion to mutants, without being a zealot? Someone with a strong will, proven leadership skills, and will ultimately do the right thing even if it hurts them? Someone with a ton of experience under the worst situations? Someone who Mystique thinks she can manipulate, due to their past issues with Emma/Charles/Magneto?

If/when the series actually ends in December, I say Betsy.
After Inferno? Callisto or Dani Moonstar.
I would say another Omega mutant like Iceman, not some ordinary mutant.

2. Moonstar because the council lacks someone to speak on behalf of the younger generations of mutantkind. I guess you could argue that's Kate, but she's always been more of a grown up X-Man even as the baby of the group.
The thought that Magneto and Xavier may also not be on the council after this is over.
In a shocking surprise twist, Moira is not killed, but is also put on the council. Selene is also elected as the final council member, representing the Externals, of which Apocalypse represented but has had no representation since he left.
