This is probably lower than B, but I'm bad with the different tiers.
My pick is The Robot Master. I like him because he's essentially the man behind Green Goblin but that never comes up. He's become sort of a man in the shadows type character which is interesting to me.
Jenkins and Buckingham did a fantastic two-parter with him in Peter Parker Spider-Man.
I like Chance. Anyone remember Chance? He was pretty big in the late 80s/ early 90s.
Looter and Shocker can be fun as well.

Having read him in the Amazing Spider-Man Epic Collection "Venom," which collected issues 298-310, I thought he was pretty fun. A gambling mercenary who only gets paid based on the wager he makes of whether or not he'll complete the job. Interesting concept.
I've always liked Stegron.

Thought of another two B (more like C-list) villains I like; the Spot and Slyde. Saw Spot a couple years ago in DD I think, but it’s been a while since I’ve seen Slyde.
The Looter, LOOT,LOOT, LOOT!

I first came across him in Civil War, so thank you for suggesting some more reading for him.
More C than B, but the OG Sin Eater
Boomerang at the moment. I like the way Nick Spencer writes him as an total asshole who still has a weird sort of charisma by way of being hilarious.
Same here. Love the SFOSM.
despite his OG era status, what is Scorpion (Mac) considered nowadays?

At this point, I think the only A villains are Green Goblin, Doc Ock, and Venom.
The Spot. I swear, pretty much no one knows how to write this character, unfortunately. He has a brilliant design and gimmick, but so many writers have made him out to be on-par with Killer Moth levels of incompetence.

How about that episode of TAS or Slott’s issue? Those were great.

Also, don't forget Waid's Daredevil. The Spot seemed dangerous in the first issue.
