The gun was not supposed to have been empty. The gun was supposed to have a blank in it. The only way Baldwin could have verified that the cartridge was a blank would have been to empty it, examine the cartridge, and re-load the gun, which he should not do. The armorer and the prop master are the only people who should load and examine the guns. The actor should be handed the weapon, play the scene, and hand it back.

Interestingly, the production company violated their filming permit, which stated that they would only use blanks and "simulated gunfire", which I take to mean a combo of non-firing guns with post production VFX and sound FX.
And yes, the gun should have been empty. Blanks only need to be there when they are filming the scene, and only should be there then, as blanks are themselves quite deadly. Also, no he didn't have to remove the round, it's very visible which is which if you look at the "bullet" end. If it's a blank, there is no bullet, and the end is crimped. You'd have to be blind to miss it. Just open the cylinder and look; you don't need to touch the round itself. And the armorer is a specialized property master, there would also be a regular property master who should not touch the gun. Only the armorer, his or her assistants, and the actor who needs it for the scene, and then only when actively shooting a scene. Rehearsals should never involved weapons loaded with anything.
There are also dummy rounds, which are used for scenes where the gun needs to appear loaded. Don't know if there was some confusion about those.

I think that either someone didn't vet the armorer at all, or they didn't care. Either way....
On her first and only movie, she racked up multiple safety complaints I won't go into as there are a lot, but in one she pissed off Nicolas Cage by firing a gun unannounced right next to him, nearly deafening him. Whoever hired her must be very nervous right about now.

Foxx is also a specialist at revising history to fit her own party’s policy stances, like how she tried claiming the death of Matthew Shepherd was not a hate crime, but just a robbery (and anyone who says otherwise is perpetuating a hoax)… or the time that she claimed Republicans passed the Civil Rights Act without much help from Democrats (when Democratic president LBJ passed it by getting bipartisan support from Northern Democrats and a contingent of Republicans)… or the time she claimed Jared Loughner, the shooter in the Tucson, AZ mass shootings was a “communist” and the “liberal of liberals”. Oh, and in 2016, Foxx gave a speech at the Faith and Freedom Coalition’s Road to Majority conference, where she exhibit’s an unhealthy desire to ignore the separation of church and state, saying, “If people of faith are not involved in political life, then you’re leaving it to the Philistines. And I’m not willing to leave it to the Philistines.”
