They are better off not complicating things anymore than they need to. Just use the gap inbetween the 2nd and 3rd and be done with it. It's clean and effective.

Suppose it could work as a further retcon, given that the Second Doctor and Jaime in THE TWO DOCTORS has visibly aged past THE WAR GAMES and is working for the Time Lords like Ruth's Doctor, and we never see the direct regeneration to Pertwee (Although he is wearing Troughton's clothes briefly). So it's possible I guess. Also the Sixth Doctor is even more in the dark than usual regarding what happened to the second Doctor, not knowing details like the TARDIS remote control or Destari's death. So a memory wipe might explain that.

I was thinking about this all day yesterday about how they could go that route if they did. And these are a few points I came up with -
1. You can still have the Second Doctor working for the CIA. But, because of his work there, The Division ultimately steps in to recruit the Doctor for their own ends after he is put back to begin his exile.
2. They allow the Doctor to regenerate so as not to draw the attention of either the CIA or Time Lords proper. Can't have a Second Doctor running about on missions in time or space or the Third since he is supposed to be in exile on earth. So they force The Doctor to regenerate. Then force him to regenerate again into the face decided on by the Time Lords.
3. Because the Ruth Doctor was a secret operative for the Division, it would explain why the Time Lords only thought the First Doctor and Second were it when they took them from their Time Zones in [I]The Three Doctors[/I].
4. Because Tecteun headed up the Division, and knew the secrets of regeneration, she imbued the Doctor with enough energy to allow for another regeneration beyond the 13. This is to keep up appearances and to maintain the regeneration cycle for the Doctor.

Honestly I wish she was just Susan as it's alot more straightforward and an easier sell.

Personally I hope they just treat the Chibnall Era as a bad drunken weekend and try to forget it by never mentioning it on screen again.
I also hope Jodie's Doctor can find some better writers with Big Finish she deserves some redemption.

I've been saying this from her first ep to Fugitive of the Judoon (I really need to catch up). She will be right at home there, they are excellent storytellers.
I also wish they were allowed to do what they will with The Timeless Child/Chibnall era. I think they could figure out how to make it work so everyone is happy. But [I]probably[/I] not possible, so I'll just settle for them making excellent Thirteenth Doctor audios.

Anne Davis passed away. She was Barbara's friend Jenny in the Dalek Invasion of Earth, and her daughter played Jenny in one of the audios. She was also married to Richard Briers, the caretaker from Paradise Towers.

An alleged letter sent out by Bad Wolf to residents of a street marked for location filming has been shared online. The letter states that filming commences between the dates of June 3rd through to June 9th and include among other things armed soldiers and controlled explosions on vehicles.

With filming a few weeks away, a new reddit leak has emerged in the last hour that a Gallifrey Base insider has said 'lines up' with everything they've been told.
[spoil]Jodie regenerates into David Tennant and the 60th anniversary special is more a back to basics alien invasion storyline with the main focus being on Ten reuniting with Donna Noble and working out, like Capaldi, why he chose this face again. The Five Doctors- 1 through 5 together
The Two Doctors- 2 and 6 together
Time Crash- 5 and 10 together
Day of the Doctor- All 12 plus War Doctor
