He's trying to scare his base, a common Republican tactic. There is always someone to fear, Minorities Immigrants, Women, Jews, Homosexuals, etc. and to make that fear seem more real, they bring out the words to terror.

There are certain things you just don't say about black people due to the long, long history of racism in this Country.
One of the big ones is comparing them to apes.
