Because the concept is not particularly easy to explain, particularly in the context of the Emotional Spectrum. Will is not really an emotion.

Ethan Van Sciver explained that once in his videos. The Emotional Spectrum is not about emotions but motivations. All seven of them drive you to do something. The name isn't that important.
BTW, HIC is **** from the beginning to the end. Every single panel is nasty and worthless. One of the worst DC comics I've ever read.

yes, but of all people, why would hal ask that question. of course he could probably just be messing with the interview...
i don't know, i guess i imagine that if hal was being interviewed, he would talk about his dad. not because he had unresolved issues, but probably just remembering how the memory of his dad drives him to be what he is.
something like his inner monologue when he fought zod during vendetti's run.

I think the concept works well enough, but it has never held up to too much scrutiny because it's a concept that was retroactively added much later.
