Brett Booth revealed DC was planning to release a Wally/Wallace West book, which could have been really fun in my opinion, but, like all Wally West projects, it was canceled.
Let’s hope these pages is Williamson teasing what’s coming.

I would guess that Wally is 12 or 13 and Wallace is 4 or 5. That would seem to fit their current age difference.

Although Wally had a bow tie as well in his first appearance/first meeting with Barry.
I like Wally's teenage get up here. Very similar to Wally's own year one outfit. Maybe it's a nod from Porter, which would be cool.
