Honestly, considering the sheer insane amount of time that has passed, we really have no reference point for what's going through Banner's head.
He reminds me of Brian Banner in his features, and attitude, but I think this might just be a Bruce whose completely given up on trying to be anything other than living destruction.

Thank GOD this evil hulk is not 616. What this issue is trying to us that if Banner stops holding back and becomes evil, he will truly be the strongest one there is. None could stop him. That's my guess but at the same time its not 616 universe

Part of me wants to believe this is the case. It's really flip a coin and you can see it going either way.
The way Metatron is in disbelief as Bruce/Hulk is ready to consume him shows that things didn't go according to plan. But this could be one of the possible outcomes if things keep going down this dark path.
If Bruce does end up going this way, it's gonna be fun to see what type of force whether internally or externally will stop his descent into madness and destruction. Because yeah, this Hulk is pretty damn evil.

I think what Ewing is doing in 24 and especially 25 in showing what's at stake here. A fallen Hulk is not simply a fallen hero, or a fallen villain. A fallen Hulk is the doom of realities, and a monster that can't be killed, who destroys again and again without end.
Before the run began Ewing mentioned he was inspired by Jungian psychology. Jung often explained psychology through mythic archetypes and stories. A knight slaying a dragon can be interpreted as a man's battle with the darker aspects of his nature. (I'm oversimplifying this to the extreme.)
In Banner's case his internal struggles have external consequences, and if he damns himself he'll also damn the world around him. I think ultimately that's what the TOBA really is, the combined Shadow Archetype of all reality, even the TOAA.

He is no different from the likes of mangog, zom, darkseid, and the rest of truly evil villains from marvel and DC. I wonder what he is trying to accomplish with all these nonsense. Damn, I hate that hulk. Lol. But this is another incarnation of Hulk, right ?

Pretty sure it’s meant to be an aspect of Eternity rather than TOAA, and it’s clearly not omniscient given what happened in that ending.

I'm not sure about that guys. I know it's Metatron, but he said he was the "Sentience of the Cosmos," so to me it implies that he is TOAA.

If you know it's Metatron he literally can't be TOAA, also being the sentience of the cosmos does not make him TOAA.
