New Mutants - Surge or Prodigy (Prodigy if Cypher joined Excalibur instead)
Marauders - Hellion
X-men - Armor
Excalibur - Pixie
Fallen Angels - Mercury or Elixir
X-force - Cipher (Alisa)

New Mutants - Surge for her previous connection with Dani and the chance to learn from two team leaders with different styles from Cyclops
Marauders - Trance because she could be one hell of a scout
X-Men - Prodigy as the team brain and because he's had issues with Scott's leadership before
Excalibur - Pixie, for the magic theme
Fallen Angels - Hellion because he used to be pretty intense himself, and for the X-23 reunion
X-Force - Mercury in full T-1000 mode

Great list, though I'd put Loa on X-Force for covert insertions, underwater ops and, potentially, damage-dealing. Pixie on Excalibur needs to happen at some point, especially if we get a tidy Welsh plotline.
I'm hoping for Surge to have a breakout moment in X-Men, because she seems primed for a Carey-style exploration of Mutant powers in clever ways, and Hickman said that Carey's idea were really underappreciated (though here I have to say personally: apart from Rogneto!). Just look at what he did with Hellion's TK in X-Men Legacy #243.
Mercury also seems like a candidate for some really interesting applications.
Finally, Anole and Rockslide as the new Sunspot and Cannonball in Avengers? I just re-read X-Dudes and I need more good bro times.

New Mutants has the biggest cast so I wouldn't add anyone
Marauders - Anole, all of these poor kids need the chance to see that the X-Men do more than suffer but I think Vic would have the most fun sailing around the world to save mutants through swashbuckling
Excalibur - with the focus on how mutants and magic intersect Pixie is an obvious choice. And Mercury could be Betsy's squire
X-Force - another big cast, but it desperately needs some melanin so I would add Prodigy. The Mutant CIA needs analysts and information gatherers, you could really play up a lot of his skills in a book like this. Plus he could interact with Sage.
Fallen Angels - drop Bable, add Surge and Armor. They could be the X-Men's answer to Charlie's Angels or the Birds of Prey

I think for Hellion, Marauders would be the best bet.
Between Duggan and Emma, and the idea of them being pirates, feels like the best fit.
AS much as I would LOVE for him to share time with Laura. I still think he needs some personal development and some solo time in the spot light before he's ready.

The man speaks sense, yes. Readers have been pointing out for ages that writers keep bringing in new "central" characters or else whole teams of X-Kids that are destined to become footnotes after one run, and it's partially why we're in the situation we're in now.
